Downtown Development Authority

The Downtown Development Authority (DDA) acts in accordance with Public Act 197 of 1975, as amended, including, but not limited to: correct and prevent deterioration in the downtown development district, encourage historic preservation, create and implement development plans, and promote economic growth.

The Downtown Development Authority is the governing body of the City of Gaylord’s Downtown District, and as such shall have the power to authorize the levy and collection of taxes, the acquisition, rehabilitation, maintenance, and disposal of interest in real and personal property, the creation and implement of development plans in the District, the promotion of economic growth, the issuance of bonds and other evidences of indebtedness, and the use of tax increment financing, and other such powers as provided under Public Act 197. The DDA meets the first Tuesday of every month in the City Council Chambers at 8am unless otherwise specified on the meeting schedule.

Tax Increment Financing & Development Plan, Gaylord Downtown Development Authority

The need for expanding the city’s ability to undertake public improvements that strengthen the downtown area is evidenced by the lack of growth in property values and the limited private investment that has occurred. It is the purpose of this Development and Tax Increment Financing Plan to establish the legal basis and procedure for the use of tax increment revenues in accordance with Public Act 197 of 1975.

As a guide in the identification of public improvements that would stimulate private investments, the Downtown Development Authority outlined its vision for Gaylord in the future and established goals that would assist in reaching that future.

The DDA is governed by a 13-member board of directors as appointed by the City of Gaylord Mayor and approved by the Gaylord City Council. The board members are made up of representation from business and property owners and employees from within the district and residents.

DDA Current Contracts

In compliance with Public Act 57 – section 125.4910 sec. 910 a listing of current contracts and management services provided to the DDA are provided for public review at Gaylord City Hall and at the Gaylord DDA offices located at 305 E. Main St., Gaylord, MI. 49735.

KimPro Cleaners

KimPro performs regular cleaning services in relation to the Pavilion on Court restrooms.

License to use the Pavilion on Court for the purposes of hosting the Gaylord Downtown Farmer’s Market

Providing professional services related to a Pavilion on Court upgrade feasibility study 

Providing professional services related to the administration of the Downtown Gaylord website. 

Provides sidewalk snow removal services in the DDA District. 

The DDA partners with the City of Gaylord for general upkeep of the downtown area, capital improvement projects, parks within the DDA district and parking lot and Pavilion on Court Maintenance.
